Read this before you act on it. QCOs are notified, amended and deferred constantly, and "no QCO traced" means exactly that — not that none exists. HSN mappings are indicative and should be reconciled against your Bill of Entry. Steel coverage is grade- and size-specific, so a product can be exempt on grade alone. What is BIS certification?

BIS is the Indian government body that sets product quality and safety standards. A valid BIS certificate means your product was tested against the right Indian Standard — and you are allowed to manufacture, import or sell it in India.

Why it matters

Customs will stop the consignment, and that's the cheap outcome

Where a Quality Control Order applies, goods without a valid BIS licence or registration can be held at the port, refused entry, or seized from the market later. Marketplaces also delist products that can't show a registration number.

The expensive version is finding out after you've imported a container, or after a product is already selling.

Penalties under the BIS Act

The BIS Act, 2016 provides for fines and, for repeat contraventions, imprisonment, alongside seizure of non-conforming goods. Improper use of the Standard Mark carries its own penalties.

Enforcement is by BIS and by customs at the point of import.

Questions we get on the first call

How do I know if my product needs BIS certification?

Your product needs it if a Quality Control Order covers the Indian Standard that applies to it. Use the checker above — search your product, IS number or HSN code and it will show the current position across 1,682 standards.

Borderline cases are common: components, kits, products that fall under more than one standard, and items where the QCO is notified but not yet in force. Call us with those and there's no charge for the answer.

What's the difference between ISI, CRS and FMCS?

ISI Mark is for manufacturers in India, covering products like cement, steel, footwear and appliances. CRS is registration for electronics and IT goods, whether made in India or abroad. FMCS is the route for factories outside India making products that fall under ISI scope.

They are different applications with different documents, fees and timelines. Starting down the wrong one wastes months, which is why we confirm the route before quoting.

How much does BIS certification cost?

Three separate costs: BIS's own fees, laboratory testing, and the consultant's fee. BIS fees are published and the checker above shows the marking fee for each standard by enterprise size.

Testing is usually the largest and most variable, which is why we name the lab and the charge in the quote rather than writing "at actual" and leaving it open.

How long does BIS certification take?

Typically 4–6 weeks for CRS, 3–6 months for ISI, 4–8 months for FMCS and 2–4 months for Scheme X. Hallmarking registration is quicker, usually 1–2 weeks.

Most of that is lab queue and BIS processing, not paperwork. We'll give you a realistic date for your product rather than the best case.

Can a foreign manufacturer get BIS certification?

Yes. For electronics and IT goods it's CRS; for other products it's FMCS. Either way you need an Authorised Indian Representative — a person or entity in India who takes responsibility for the certification. We arrange that and handle the BIS inspection visit to your factory.

What is Scheme X?

Scheme X comes from the Omnibus Technical Regulation and covers machinery and electrical equipment — low-voltage switchgear, control gear and industrial machinery. It works differently from ISI and CRS, with its own conformity routes depending on risk category.

If you make industrial equipment and have been told "you need BIS" without anyone naming a scheme, this is often the one they mean.

My QCO is notified but not yet in force. What should I do?

Start early, but don't let anyone rush you into paying for urgent certification you don't yet need. Deferrals are common, and so is the opposite — a date arriving while a factory is still mid-application.

The sensible plan is to know your date, book lab capacity ahead of the rush, and file with time in hand. We'll tell you which of those applies to you.

How long is a BIS licence valid, and what about renewals?

ISI licences and CRS registrations are granted for a fixed term and then renewed, with fees payable at renewal. Adding a model or changing a manufacturing location needs a separate application rather than a renewal.

We keep your file and flag renewals before they lapse, because a lapsed licence stops consignments the same way an absent one does.

Do you do the testing yourselves?

No, and nobody should claim to. Testing for BIS has to be done at a BIS-recognised laboratory. We maintain our own record of those labs and their charges by scope, book the slot, manage the samples and deal with any retests.
