Everyone promises one day. Almost nobody talks about what's on the certificate.

Speed is not the hard part of LMPC — the filing is online and the turnaround is genuinely quick whoever you use. The hard part is accuracy. Your certificate prints the commodities you declared, and your packs have to carry the declarations the Rules require. Get either wrong and you have a certificate that doesn't cover what you're actually importing, or compliant paperwork sitting behind a non-compliant label. Neither shows up on day one. Both show up later, at the port or at an inspection.

What a one-day filing shop won't do
  • Ask to see your full product range before fixing the commodity list on the certificate
  • Look at your pack artwork at all — a certificate does not make a non-compliant label compliant
  • Publish a price — "20% off", "30% off", "lowest price", against a figure never actually shown

Who needs an LMPC certificate

The LMPC certificate, also called the Legal Metrology certificate, is required under Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011 by anyone who manufactures, packs or imports pre-packaged goods for sale in India. If your product reaches the buyer in a sealed pack, it applies to you.

LMPC certificate for importers

Importer registration is required before pre-packaged goods are cleared for home consumption. Customs commonly asks for the certificate number at the bill-of-entry stage.

Manufacturer LMPC registration

Anyone manufacturing pre-packaged commodities needs manufacturer registration, with the declarations on each pack matching what is filed.

Packer registration & packing license

Legal Metrology packer registration covers businesses that pack goods made by someone else, including private-label and contract packing. Often asked for as a packing license.

You'll see LMPC advertised "free" inside an ₹18,999 package with EPR and other registrations. That can be good value — but only if every certificate in the box is one your product genuinely requires. Bundled into a package you didn't need, "free" costs you ₹15,000.

One registration, all of India

Issued centrally. Not state by state.

This is the part most businesses, and a fair few consultants, get wrong. The LMPC certificate is issued centrally by the Director of Legal Metrology under the Department of Consumer Affairs. Your state Controller is sent a copy for information. They do not issue it.

Which means one registration covers you across India. You do not need a separate certificate for every state you sell into, and you do not need a consultant sitting in your city to get it. If someone has told you otherwise, ask them which authority signs the certificate.

Application goes to the Director of Legal Metrology under Rule 27 — the central authority that signs and issues the certificate.

A copy goes to the Controller of Legal Metrology in your state for information, so local enforcement can see your registration on record.

Why it matters

The cost of getting this wrong is not the consultant's fee

Two things go wrong for importers. The consignment sits at port while the paperwork is sorted out — demurrage, detention and a delayed launch. Or goods reach the market with declarations that don't match what was filed, and the penalty follows later.

Both are avoidable at the filing stage. That's why we audit the label before submission rather than after a query.

Penalties under the Act

Where a pre-packaged commodity does not conform to the declarations on the package, the Legal Metrology Act, 2009 provides for a fine of up to ₹25,000 for a first offence, up to ₹50,000 for a second, and ₹50,000 to ₹1,00,000 and/or imprisonment up to one year for subsequent offences.

Separate penalties apply where net quantity errors exceed the prescribed limits.

Do I need an LMPC certificate if I only import?

Yes. An importer of pre-packaged commodities intended for sale in India needs registration under Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011. Customs commonly asks for the registration details at the bill-of-entry stage, which is why getting it in place before the consignment lands matters.

My consignment is already at the port. What can you do?

What's the difference between LMPC and Legal Metrology registration?

They're the same thing in everyday use. "LMPC" stands for Legal Metrology (Packaged Commodities) — the registration made under Rule 27 of those Rules. Separately, the Legal Metrology Act also covers weights and measuring instruments, which need a model approval certificate, dealer or repairer licences. We handle both.

Is it cheaper to buy LMPC bundled with EPR or BIS?

Only if you actually need those registrations. A package that includes LMPC "free" alongside EPR is good value when your product genuinely requires both — and poor value when it doesn't. If you do need more than one, tell us the product and we'll quote them together, with your documents collected once rather than for each application separately.

How long is the certificate valid, and do you handle renewal?

There is no expiry date and no annual renewal to file. The registration holds good for as long as your details stay the same.

What does need a fresh filing is a change: adding products that aren't on your commodity list, moving or adding premises, or a change in the entity's name or constitution. Tell us when something changes and we'll file the amendment. We keep your file, so we already have everything.

Do I need a separate LMPC certificate for each state?

No. The certificate is issued centrally by the Director of Legal Metrology, and a copy goes to the Controller in your state for information. One registration covers you across India.

If a consultant has told you that you need a fresh certificate for every state you sell into, ask them which authority signs it.

What happens if my application is rejected or a query is raised?
